English Councils Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a recent study of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in the UK reported that 60% of councils are planning to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and land to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils seeking to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and using savings to manage growing financial challenges.”

Specific Cases of Planned Disposals

One local authority in Kent announced its property management strategy featured the sale of a shopping centre in Rainham and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Broader Financial Strains

The survey of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to raise local levies next spring to cover the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated Vince Maple.

He added: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

Research of regional authorities recently further found local finances being stretched by the increasing figures of young people and adults needing Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (IMD) for UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and demand,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
